IPP contracts with selected retail stores to process payments. The consumer gives their utility bill to the store clerk with their cash payment. The clerk processes the payment, collects the service fee from the consumer and gives the consumer a computer generated receipt. 
That same day, the payment records are transferred electronically from the PC at the retailer to IPP's main computer in Wayne, NJ.
